Reciprocal Linking - is it worth link exchanging with other sites???

The bottom line for this article is that a reciprocal link from a general site about multiple subjects isn't good, but a reciprocal link to and from a site with specific content is good.  How's that for fence-sitting?  It makes sense, though.
